Andrew Foland has over 19 years of experience working in the Healthcare Industry. Mr. Foland holds a Bachelors degree from St. Mary’s College of Maryland and a Masters Degree from the University of Maryland. Mr. Foland has served in a number of capacities over his professional career. Mr. Foland worked as a patient advocate specializing in Psychiatric Rehabilitation.
As a component of this specialty Mr. Foland worked to assist his clients with attaining various eligibility benefits as well as advocating for disability benefits for his clients. This experience provided a broad understanding of the challenges that present themselves in the Eligibility Services industry which has been invaluable. Mr. Foland then transitioned to Information Technology in Healthcare.
After transitioning to Information Technology, Mr. Foland was employed by the Delmarva Foundation for Medical Care (DFMC), the Quality Improvement Organization for Maryland and the District of Columbia. While employed with DFMC, Mr. Foland administered numerous Healthcare specific systems including direct responsibility for administering network nodes for the Center for Medicare and Medicaid Services.
Mr. Foland was also an integral part of the corporate re-organization at DFMC, reviewing and directing all quality improvement efforts within organization to ensure the alignment of individual projects with the corporate mission, vision, and values as outlined in the Baldrige Criteria.
Delmarva subsequently won the U.S. Senate Productivity Award, Maryland’s Baldrige Criteria award for corporate excellence, becoming the first organization in the 23-year history of the award program to win the top-level award upon first application.
Mr. Foland was then brought over to DECO Recovery Management 8 years ago. Mr. Foland has transitioned into a strategic leadership role with DECO utilizing his background as an integral part of the executive leadership team to grow DECO into one of the premier eligibility service providers in the country. Mr. Foland continues to add to and draw upon his diverse business background while working to make DECO a leading company in the Eligibility Services industry.
Mr. Foland was the Navigator Assistant Program Director for the Federal Navigator effort in South Carolina, where DECO had the Federal Navigator duties for all 46 counties in the state. As such Mr. Foland provided the on the ground leadership and oversight for the Navigator initiative that resulted in over 118,000 individuals gaining health care coverage through the federal Marketplace during the initial open enrollment period.
Mr. Foland also provided leadership over DECO’s efforts as Certified Application Counselors in 8 other states and the District of Columbia.
